I've used both IPCop http://ipcop.sourceforge.net/ and SmoothWall (from which IPCop is based)
http://www.smoothwall.org/

Both products have web interfaces are fairly simple to setup and maintain, powerful and support
VPN, caching, blacklisting, port forwarding, etc. I don't have multiple Internet connections, but
I do believe that both support multiple red interfaces, so redundant Internet connections
shouldn't be a problem.

Since he's a Windows guy, I'd suggest smoothwall. It's dead simple to setup and maintain, and you
purchase support for it through it's parent company SmoothWall Limited http://www.smoothwall.net/
As an added bonus the corporate version has plugins and cool widgets as simple add-ons, like
traffic shaping and content filtering.

For the more money conscious, I'd suggest IPCop, as a straight open source project, it is a little
easier to add on to and modify.
