The BIOS supports booting from the device but the installation image of
the kernel may not contain the appropriate drivers;  distributions
occasionally drop support for older/odd-ball hardware from the
installation images in order to keep the kernel image at a reasonable
size [ as they add support for newer hardware ].

Your BIOS probably can't boot from the device.  Do you have a floppy?
You should be able to boot from a floppy and proceed with installing
from a USB devices.
