It does support installing, querying, etc... RPMS from any GNOME VFS
supported URL (hence, that includes the local filesystem). It can even
chase dependencies.
I didn't even know this till a couple of weeks ago when I saw one of my
new Linux users do it, apparently it is just way *TOO* intuitive for a
crusty old windbag like myself. :)

I'm not certain Stallman thinks exactly that. I think the state of
free-ness should be entirely in the hands of the author (assuming she
hasn't encumbered herself with other licenses; such as linking to
openH323, etc...)
