If you're thinking about writing your own, look at PHP   www.php.net.
PHP is a very powerful server side scripting language, like ASP.
(except it's free and comes standard with BSware & Redhat :)

My employer has a e-commerce written exclusively in PHP, and we use it
on the KLUG web site along with a PostgreSQL database to keep track of
our meetings and supporting members.

If you want something more canned, search freshmeat.net.  I seem to
recall seeing some of these packages available.
