Charter had their cable on the road in front of my house.  The problem
was my house is too far off the road.  They can only connect houses that
are 200 feet from the road or less, otherwise there is too much loss. 
My house is about 500 feet from the road.

So, I had to pay extra for them to run their thick cable (the main cable
like they run down the road) and place a cable connection box closer to
my house.

At the rates they charge to run the thick cable, I wouldn't want to pay
to run it very far.  So unless they already have their cable close to
your house, it's probably not an option for you.   :-(

I'm very close to the AT&T area, but I don't think they compete 
(I don't think both have their cables in the same area).

You might want to check the prices of dual channel ISDN.  That'd get you
128K.  You can drop your regular phone lines and get two ISDN lines. 
You can use one of the ISDN lines as your regular phone line.  Just add
a fancy ISDN router that will automatically drop your connection speed
down to 64K whenever someone uses the phone, or when you receive a call.
It's not cable modem or DSL speed, but still beats dialup.
