Yes, I noticed that before too. It appears the licensing has changed,
but someone has forgotten to update the page.

Just something someone else has packaged. Anyone who wants to package
software into RPMs is free to do so.
I just use FreshRPMS, because they package about 50% of what I used to
build or track down manually. So my install image is now RedHat +
updates + Ximian + FreshRPMs and that is pretty much everything I need
anymore.

Apt is what Debian is famous for. FreshRPMS has adopted it so you can
update its packages from the command-line. You can even update RedHat
RPMs too by using it.
Some distros include Apt as standard -- e.g., Connectiva. It's just an
automated system for updating. One I hope the UnitedLinux guys (who
include Connectiva) will make good use of. Unfortunately, it seems
UnitedLinux morons underestimate the value of a 100% redistributable,
no-strings-attached, complete ISO set.
