As far as I can tell, this install works - period. Except you can't send
anything! :)

Yes

As I wrote in the original message, I've checked out a fair amount of 
stuff, logs, permissions on directories as noted, and so on.

I have not touched php.ini, and I've changed 1 line of http.conf (to
give apache a ServerName), but I'll include those for your general 
appreciation. All the files requested will be coming to you shortly,
along with related permissio info...
