Followup:  Bob sent me the info, I compared and found the problem.

"file_uploads" must be turned on in php.ini for squirrelmail to send.

I'd forgotten I changed that back when I first installed squirrelmail.
Since then I've upgraded squirrelmail (by installing a new version) a
number of times, but only had to update php.ini the very first time.
