There is no way it could be "better" than broadband.

It might be acceptable for light usage, if you're a patient person.

OTOH, for about $35/month, you can get over five times the speed from
Charter cable, and that's Charter's slowest speed (256K).  For about
$43/month you can get 768K.  That's about equal to the price of a
dial-up ISP plus a second phone line.

Don't let the dial-up speed ratings fool you either.  I tried MANY
different 56K modems, and the fastest I could ever get at my house was
26.6K.  It all depends on your location and phone wiring.

And it's sure nice to set down at my computer and be online instantly. 
No more waiting 30 seconds for the phone to dial and connect.

No, I am not affiliated with Charter :)   but I'm a very happy customer,
and I hope I NEVER have to go back to dial-up!!!
