No, it doesn't have to be, but it's not easy to get a population (on a number
of different platforms) to move to a secure e-mail environment. One of the nice
things about using lightweight tools like IM for lightweight (but critical)
activities like exchange of a few bytes is that no one sees it as a big deal.

And much more recent than the choice of using ICQ the way it was discussed.
The real point about e-mail is that it's perceived as less casual, less
"electric" than IM.
