One of my favorite quotes (by Sarah Michelle Geller, which makes it even
more amusing to use) - "If you want something done, ask a busy person." 
This has proven out for me in almost all arenas;  this may not be a
"requirement" to be "in IT" but it is a darn solid indicator.  In a
situation where all other indicators have become squishy and tepid I
think this is a really smart one to use.  You can also learn a great
deal from the breadth and tone of a person's archived messages - and you
can get a good sense of their overall grasp on the use of language, not
just technology.
