Understandable since FC2 is newer than RH9.

I'm sure RH9 knows nothing about Fedora, since Fedora didn't exist when
RH9 came out.  (besides, it's called "upgrade", not "downgrade" :)

Sure, I just did something very similar with SuSE.

My running desktop was SuSE 9.0.  I just installed SuSE 9.1 on a
different hard drive in the same machine.  Now I'm copying over 
the files I want to keep ...

Notice that I still have a running/untouched SuSE 9.0 system if I have
problems with 9.1.  If I would have wanted to do an upgrade, I would
have copied my running system to the new hard drive and done the upgrade
there.  Again, not touching my good/old/working 9.0 partition.
