The answer is yes. I use Backuppc (
http://http://backuppc.sourceforge.net/ ) to backup the XP / 98 machines
here in my office. Due to having permission problems trying to use smb,
I installed rsync ( rsync + cygwin on the 98 box) and run the backups
using Backuppc's rsync option. It works well, and backs up everything
except open sql files (my desktop machine also runs an sql server) and
the ntuser.dat files.
In my case, this is good enough for what my employer needs as the
ntuser.dat files are rebuild after a crash anyhow and the sql files are
backed up by the applications in question.
