SuSE 10.0 gives you two different syslog package, the old/standard
"syslog" (default, which you are probably running), and "syslog-ng".

For some reason I switched to syslog-ng on my one server that accepts
connections from other syslog boxes.  It may have been because of a
problem similar to yours, I can't remember.  In any case, it might be
worth a try.
