About 10 seconds after I sent my plea for help, I found the answer!

my problem.

Ohhh... the new syslog-ng (/etc/syslog-ng/syslog-ng.conf.in) needs
the UDP tweak, and the old syslog (/etc/sysconfig/syslog) needs the
"-r" tweak.  Right?
