Not quite true.

They use a Perl script called ddclient with a nice, easily customized rc
file.

When they say they will block you for abuse, they mean _forcing_ an IP
update when the IP is unchanged.

I run ddclient once an hour. It taps dyndns.org for an echo to find its
own external IP number, checks DNS to make sure it hasn't changed, then
exits.

The default conf for ddclient _does_ force an update every two weeks,
changed or not, so I'm not sure why you read that blurb.
