POP3. No--it's supposed to not be leaving them, And usually it doesn't.
The reappearance happens often enough to be a bother but not most of the
time. 

After "Send/Receive" the "Expunging Deleted Mail" message flashes (still
in the S/R dialog box). I take it this refers to expunging them from the
POP3 server at Charter since it's not emptying my Trash. Could it be
that this doesn't run all the time or that somehow it doesn't work right
with Charter's server all the time?

No

No. I delete them and them periodically use "Emtpy Trash."

This is old Mandrake: probably some time in 2004.  I think two versions
of Mandriva have come out. But why install a new version and just get a
new set of problems (probably things that worked in the earlier
version--and this not only with Mandriva, from what I hear from users of
other distros).
