The main thing you need is a way to find it from the outside.  You need
to know your Internet IP address:  the one that Charter assigns to your
router.  The best way to do this is to sign up with a dynamic DNS
service like dynip.com, yi.org, dyndns.org or similar.  You will run a
small client program on the router or on the PC behind it that will let
the dynamic DNS service know where your router is, then you can connect
to it by the name that you registered with the DNS service.

You will also need to tell the router to forward requests for the
camera's port number from the outside to the machine that runs the
camera server.  The camera's inside IP address will need to be static.

How to secure it, I'm afraid I have no idea.  There should be some way
of doing that with the software that runs the camera.
